Why is that when the modem can run at 3.6/7.2Mbps?

Although the modem itself has capabilities to handle faster speeds, there are a number of other factors which mean that the real speed you are likely to get is less. The number of users in your area, network transmitter capabilities and even some weather conditions can effect the speed you will see, the typical average download speed on mobile broadband in the UK network is around 1.3Mbps.
